Make the Batter
Whisk together flour, cold water, beaten egg, and salt in a large bowl until just combined with no large lumps. Cold water is essential for achieving a light and crispy texture.
Add the Fillings
Fold the mixed seafood and green onion pieces gently into the batter until evenly distributed throughout the mixture.
Cook the Pancake
Heat vegetable oil in a large nonstick skillet over medium high heat. Pour half the batter into the pan and spread into a thin round pancake. Cook for 4 minutes until the bottom is golden then flip and cook another 3 minutes.
